In a post-crisis period such function of the state management as financial budgetary control which can be considered as a guarantee of any state budgetary system stability assumes special meaning. Absence of consistency in a legal regulation of preliminary financial budgetary control, which does not follow the development of the budgetary system of the Russian Federation and the arising demands of the regulatory authorities, provokes aggravation of problems in the state management authorities’ activity — subjects of preliminary finance budgetary control including Parliament of the Russian Federation. In this regard the author of the article makes an effort to determine the place of the Russian Federation Parliament in realization of preliminary financial budgetary control as well as to distinguish the powers of Chambers of the Russian Federation Federal Assembly: State Duma and the Federal Council with regard to the realization of the mentioned type of financial control.
