Abstract

The article contains the analysis of the development of the municipal control over state institutions and agencies which execute criminal penalties. The author dwells upon the status of the Sponsorial Society and Soviet Supervisory boards. The author refers to the experience of similar control in Ukraine. The author also analyzes the reasons of exclusion supervisory powers of local governments from the legislation of the Russian Federation. The author gives his expert opinion about the involvement of local governments in the execution of criminal penalties. The author suggests establishing a complex of multisubjective post-prison control by the local government authorities.
