Abstract |
In article the important issues
connected with the public service reform held in
Russia are considered. Definite tasks are determined,
some results of reform, its influence on quality of
institute of public service are analyzed. Civil
society makes more and more great demands of
functioning of public service institutes. Quality of
rendering to citizens and the organizations of the
state services depend on activities of the specific
civil servant, in particular. With respect thereto
in science of the administrative law modern
procedures of replacement of public service
positions, the requirement to candidates for
replacement positions are developed. It is assumed
if the role and a place of public service institute
in modern Russian society are determined, and also
priorities of development of public service are
planned — it is possible to make effective selection
of highly qualified personnel on public service. |
