Abstract

The article considers several aspects of public recognition of the priority of the power authority of the state. The characteristics of publicity of such activities are analyzed; the research of the characteristic feature of authority is discussed, as well as the constitutional statements and the existing theoretical and methodological approaches to understanding the basic fundamental principles of public authoritative activity in Russia. The social and the political nature of a government in general and the government in particular is studied as well. The main trends in the development of modern concepts of public policy and public ruling in the Russian Federation and international practice are considered.
