The article dwells on basic
directions of reformation of the systems of state
administration of social service in
the Russian Federation. One of the main
directions of the improvement of
state administration of social sphere is the
formation of legal basis of
providing social services.
Federal law as of 28.12.2013 No.
442-FZ ‘On fundamentals of social service
of citizens of the Russian
Federation’ which establish legal, organizational,
and economic fundamentals of social
service became operational on January
1, 2015. The author points out the
necessity of further development of legal
basis of providing social services
and the development and implementation
of the standards of quality and
accessibility of social services, as well as the
improvement of the mechanism of
control over providing social services and
formation independent quality
assessment of social services.
