Abstract

The article considers excursion to the history of origin, development and establishment of the idea of legal state as a state of equality and well-being at different stages of human society in the various social and economic formations and in different countries of the world. The author relies on the following thesis formed during the long evolution of the idea of legal state: legal state is a state of law! The author traces the development of the idea of legal state at the constitutional level in the Republic of Kazakhstan and analyzes basic statutory provisions, presuming ideas of legal state. The author also provides definition of the welfare state and traces a reflection of ideas of the welfare state in Kazakhstan.
