Abstract

Corrupti — has many faces. One of the forms of its manifestations — systemic corruption. This normative concept is not fixed. However, the phenomenon exists and is almost the biggest threat compared to threats from other types of corruption. Thus, with the system corruption is to fight harder. Its latency is higher and above the opposition that it appears to law enforcement agencies who seek to identify each and every fact of corruption. Identification and disclosure of crimes constituting corruption system, not only and not so much a problem of law enforcement, but rather of political will, aimed at curbing illegal activities a specific high-ranking officials. These problems are the center of attention in this article.
