The article highlights features and advantages of foreign systems of administrative and procedural regulation on the basis of compilation and analysis of international experience. Problems of administrative and procedural regulation of executive authorities in Russia have been revealed. The author proves the acceptability of the implementation of foreign experience in domestic practice in the development, adoption and implementation of uniform statutory act which governs administrative procedures. Implementation of the above mentioned proposals would create the preconditions for regulating the national system of administrative and procedural regulation by removing unnecessary administrative barriers and restrictions.
