Abstract

Annotation: the article covers the legal nature of constitutional and legal responsibility, which is analysed as a comprehensive constitutional and legal institute that execrises its functions regardless of legal regulation level. On the bassi of the analysis of doctrinal and regulatory sources, the author tries to relate the following key categories: legal, constitutional and legal, public and political responsibility. The author also suggests to determine two aspects of political responsibility: political and legal, and pure political. The article also suggests the introduction of political responsibility mechanisms into the constitutional legislation, which would not contradict the legal principles and would be necessary for the legitimacy of acting government. According to the author, the measures of positive constitutional and legal responsibility should be taken towards the subjects of constitutional and legal relations, if their actions do not form part of corpus delicti, but are executed in an improper manner (from the electors’, representatives’ of a political party, or the people’s point of view).
