In the course of a management activity the rights and freedoms of citizens and its associations are inevitably mentioned and sometimes are even violated. With respect thereto special relevance is purchased by questions of development of existing and creation of new forms of interaction between the person and the authority, assignment of efficient mechanisms of protection and recovery of violated rights of citizens and organizations. It is possible to distinguish appeal in legal form of actions (inactions) and decisions of bodies of the public authorities and its officials among such forms. In this article authors made an attempt to analyze legal regulation of an order of appeal of actions (inactions) and decisions of bodies of the public authorities within the branch of a constitutional law, and also to differentiate a legal and administrative form of such appeal.
