Abstract

The article considers the legal nature of dethronement of the chief executive officer of a constituent subject of the Russian Federation with the loss of the confidence of the president. The author analyzes the concept and features of the constitutional responsibility, studies the specifics of the constitutional offense, and defines requirements for measures of constitutional responsibility. Particular attention is given to the base of the liability - guilty offense which is the main characteristic of the legal responsibility. The author concludes that the dethronement with the loss of confidence of the president can not be classified as a measure of constitutional and legal responsibility if the actions of the chief executive officer of a constituent unit of the Russian Federation do not impose a criminal offense.
