The paper analyzes the issues of local municipal units. Based on the analysis, the author suggests the classification of local issues representing their further subdivision into nine groups. This classification is connected with the budget classification of budget expenditures which leads to concurrence of industries and municipal budget law. Moreover, the suggested classification of local issues has allowed municipal units to systematize them in functions. More than that, the author suggests refining the structures of Articles 14, 15 and 16 of the Federal Law of October 06, 2003, No. 131-FL “On General Principles of Local Self-Administration in the Russian Federation”, in accordance with the classification of local issues.
