The article analyzes the institutes of «transport» and «aviation» security, and reveals the problems of implementation of the legislative provisions governing air transport safety. Making a comparative analysis of the concepts of «security» and «transport safety», the author concludes that «security» is an independent institute and arrangements for transport security, implemented by the subjects of aviation, should be considered as measures aimed at ensuring aviation security. In this regard, the author states the idea of the necessity of taking steps to establish security institutions such as the Institute of aviation security in all kinds of transport.
