Abstract

The article analyzes the new stage of reformation of local government in

the Russian Federation. Admitted by the federal legislator in May 2014 and

in February 2015, the amendments to the Federal Law of October 6, 2003

No. 131-FZ ‘On general principles of local self-government in the Russian Federation’

[1] caused significant changes in the organization of local governments

of major cities. The article addresses to such aspects of the reform of

local government in Chelyabinsk city district as the introduction of a two-level

system of local government organization, the formation of local governments,

strengthening of local issues and the division of powers between the local

authorities of Chelyabinsk City District and local authorities of inner city areas

in their composition, as well as the limits of legal regulation of subjects of the

Russian Federation.
