Abstract |
The article profoundly analyzes the
legal norms of constituent units of the Russian Federation which regulate
the mechanism of the implementation of the civil legislative initiative as a
form of the institution of public lawmaking
initiative. The article also illustrates actual
questions and issues of civil legislative initiative and reviews the
tendencies of its development. Examples of practical implementation of this mechanism of
direct democracy based on the experience of constituent units of the Russian
Federation are also submitted. The article individually presents
the analysis of the existing in modern science suggestions to modernize the
legislation of constituent units of the Russian Federation which regulate the
implementation of civil legislative initiative.
