Abstract

Reveals the theoretical and legal nature of the rule of law and the legislative authorities in the system of law enforcement. Through the prism of jurisdiction of the Russian Federation and its subjects are considered the basic forms and directions of participation of the legislative bodies in law enforcement. Supported offered in the modern constitutional doctrine was paramount legislative power in the legal support and the creation of the rule of law. It is shown that the proper organization of legislative activities, qualitative study of legislation and effective implementation of parliamentary control are necessary system conditions for quality establish and ensure the rule of law in Russia as a whole.
