Abstract

The article considers the issues of interaction of representative and executive and administrative bodies of local self-government in the process of realization of their competence in the implementation of local issues. It is proved that the current legislation of the Russian Federation gives the priority in the implementation of local self-government to the representative bodies of local self-governments that fully meet the standards of international law. Certain issue deals with the problem of applying the theory of separation of authority to the structure of local self-government. The author concludes that the principle of separation of authority in relation to local self-government cannot be realized in its pure form. This may be the clear division of responsibilities between local authorities, primarily the representative and executive and administrative.
