Abstract |
The article examines the
constitutional and legal nature of public power in Russia, the system of which is
structured by its two levels — the state and municipal authorities. The author
reveals the structure of public authorities, shows a unified and interrelated
nature of the state and municipal authorities forming the uniform system of public
authorities on the basis of the constitutional principle of democracy. It is proved
that the efficiency of interaction of the state and municipal authorities
determines the unique character of the system of public authorities
contributing to the strengthening of the
constitutional order in Russia.
