Abstract

The article dwells upon a necessity to change the system of governing the temporary and permanent residence so as to enforce the constitutionally proven legal status of foreign citizens, stateless persons and citizens with no fixed legal status. The author suggests introducing of the point rating system when ranking the migrants who enter the state to clearly identify their purposes of staying or residing within Russia. Interests of migrants who enter the state for temporary staying to work or study shall be governed by the system of temporary residence, while the concept of permanent residence shall apply to citizens with no fixed legal status and stateless persons that might enable them to exercise their rights and freedoms and deal with their economic and social problems.
