Abstract

The article analyses the issues of security of consumers when purchasing goods, works and services. Provides recommendations on integrated enforcement types: food safety, economic safety, public safety, on the basis of the doctrine of food safety, approved by the Decree of the President of the Russian Federation No. 120 January 30, 2010 «On approval of the doctrine of the food safety of the Russian Federation». Provides historical examples of safety of the State, society, and citizens in the sphere of the consumer market in Russia. On the basis of the analysis, the author gives recommendations for changing current legislation of the Russian Federation, and particularly change in the criminal code, the administrative offences code and the law on protection of consumer rights. A separate issue is the legal regulation in the sphere of the consumer market in the Soviet period, primarily issues of standardization, certification of goods, works and services, ensure the safety of consumers by applying the rules of public law against leaders and officials. Examples of management of public relations in the production and sale of goods, works and services in the different historical periods: during the reign of Peter the great, in the 18-19 centuries, at the beginning of the 20th century and during the Soviet era.
