Abstract

The article covers the normative legal base that enables the provision of state guarantees and social support to the orphaned children and children without parental care in Khanty-Mansiisk autonomous district. To exercise the public power in child welfare, the Child Welfare department has been created at the Department of Social Development of Khanty-Mansiisk autonomous district. The article describes the structure of the child welfare department activities, the organization of the work, and the subventions for child welfare activity. The article analyzes the enforcement powers of the child welfare de partment. The article includes the examples of supplementary guarantees in Khanty-Mansiisk autonomous district that are aimed at the social support of orphaned children and children without parental care, and foster parents. These axamples are followed by the conclusion which describes the main objectives to be met during the regulation of child welfare activities in Khanty-Mansiisk autonomous district. The article also analyzes the regulatory environment for state enforcement powers in child welfare.
