Abstract

The paper considers the creation of administrative and legal regulation in the sphere of energy at the present stage and subdivides the constituents and their authoritative powers in the field of state regulation in the electric power engineering sector. The question of energy management by the state and self-regulatory mechanisms of the market is considered. The study has shown that the key authoritative powers of public regulation in the sector of electric power engineering are assigned to the Government of the Russian Federation. These authoritative powers define the purpose and nature of the management of executive power. The author also points out the peculiarity of the system of legal regulation which confirms the complex nature of the rules governing the energy sector.
