Abstract

Russian economics suffers from corruption. In this paper, an act of corruption is considered as a market transaction. The seller (the official with authority) sells his product (the permission, order, etc.) to the buyer (the petitioner). The task of fighting with corruption is to destroy the corrupt transaction. This can be done in different ways: minimization, simplification and cheapening of the interaction of an official and the petitioner. For the destruction of “corruption contract” is necessary to create the opposition between the interests of officials and the petitioner, i. e., artificially to create a conflict between them.
