Abstract

The article analyzes the rules of law of foreign countries, which regulate the mechanism of the implementation of the civil legislative initiative as a form of the institution of popular lawmaking initiatives. The article also illustrates actual questions and issues of civil legislative initiative and reviews the tendencies of its development. Examples of practical implementation of this mechanism of direct democracy based on the experience of subjects of foreign countries are also submitted. Thereafter the article presents an analysis of the experience of the regulation and implementation of the European citizens’ initiative, as well as the review of the practice of implementation of fundamental rights in this sphere by EU citizens.
