Abstract

The article characterizes the opportunities of various groups-participants of constitutional and law relations to act as a principal subject of constitutional risk management; the classification of the above mentioned subjects is given; the peculiarities of the nation and the state as subjects of constitutional risks; the diversified character of the nation’s opportunity to manage the constitutional risks and the consolidated opportunity of the state in this sphere are argued; the problems of participation of the President of the Russian federation, the Federal Assembly, and the Government of the Russian Federation in the management of constitutional risks are analyzed from the viewpoint of law-making and realization of human rights; the complex role of the Constitutional Court of the Russian Federation in the management of the constitutional risks concerning controlling, law-making, law-enforcing, and interpretative activity is analyzed.
