Abstract

The article considers the evolution of the right for information over a period of 20 years of the Constitution of the Russian Federation. During the reporting period the Russian Federation has not adopted the framework law on the right for information (Freedom of Information Act), which would have laid the common mechanism of realization of the right for information. The legislator has followed the suit of the adoption of certain laws and subordinate legislation aimed at regulating access to information in some areas. The specific character of the Internet network, the importance for the implementation of many rights and freedoms allowed consolidating the human right for the access to the Internet as an integral right at the international level. The author believes that this right is an integrated part of the right for information, as it allows to seek, receive, and spread information freely.
