Abstract

This article dwells upon the least studied topic of the modern Russian legal policy – extralegal means of implementation of this policy. The author underlines that notwithstanding the fact that legal regulations have dominant impact on the efficiency of legal reforms which are being performed in the country, modern legal policy unreasonably ignores such means as legal propaganda,

legal theory and legal education, legal advertising, etc. Furthermore, the author shows the role and importance of extralegal means to implement the legal policy.
