Abstract

This article studies the local government as an element of democracy within the Russian Federation and substantiates the importance of participation of citizens in the lawmaking processes on a municipal level for the purposes of democratization of the country. The author suggests the measures to be implemented to enhance statutorization of citizens’ lawmaking initiative as the way to participate in local regulation activities, in particular she substantiates the necessity to amend the Federal Law On General Principles of the Organization of Local Self-Government in the Russian Federation and to oblige the municipal units to adopt the statutory act governing the implementation of the citizens’ lawmaking initiative.
