Abstract

The article considers problems of formation and development of bodies of legislative power in constituent units of the Russian Federation. The author outlines two approaches to their formation: firstly, legislative bodies of state power which were created with reliance on interest intermediation of certain territories in legislative bodies; secondly, in the process of formation of legislative bodies of state power the prevailing intention was to create the authoritative body which not only represents the interests of the whole territory and balance various territories (cities and districts) of these regions but also monitor the elected authoritative bodies. The article consider different types of elective systems in constituent units of the Russian Federation.
