Abstract

The article analyzes various approaches to understanding the civil legislative initiatives as well as to the definition of its place in the system of constitutional law. According to the study of the doctrine and statutory acts of various levels, the author offers his understanding of the essence of civil legislative initiatives and proposes its definition. The article also points out main features and principles of civil legislative initiative as a form of direct democracy. Thereafter the article also presents the analysis of the relation of civil legislative initiative to such forms of direct democracy as a referendum and the right for petition.
