Abstract

The article dwells on the fact that modern administrative law needs legal regulators in various spheres of public management which contribute to its stable unity in industry-wide legal principles and provisions in compliance with principles of a legal state. The abovementioned principles serve as theoretical and educational foundation and axiological landmark for law-making and provide stability of the institutes of law. At the same time legal science still doesn’t possess a single definition of legal principles. Reformation of administrative and legal sphere is only possible on the basis of reinforcement of constitutional fundamentals of administrative law, development of industry-wide and specialized principles of administrative law and proceedings, and improvement of administrative proceedings
