Abstract |
The paper analyzes the definition of
local issues of the municipality, the interpretation of the concepts of
issues, powers, functions, responsibilities. A brief study of foreign experience
the powers of local self-government in the United States, Italy, Brazil and
Japan. The opinions of Russian scientists on the concept of local issues such as
O. E. Kutafin, I. V. Vydrin, N. V. Postovoy. The guard Based on this study the
author proposed a new version of the definition of local issues as a function of
local government, and (or) form part of the population to ensure the life of
the municipality, as well as other duties imposed by federal law. |
