Abstract

On the basis of analyses carried out in the country of administrative reform, the author makes an attempt to prove the necessity to reconsider conceptual foundation of legal liability of servicemen under administrative law. The author considers the issue of servicemen’s legal liability under administrative law as a systemic problem, combining issues of administrative, disciplinary and material responsibility of servicemen. The work suggests the author’s take on the question of servicemen’s liability and considers the structure of complex investigation, execution of which should find solutions of theoretical and practical problem of legal liability of servicemen under administrative law, provide increase of efficiency of state management by armed forces of the Russian Federation and become the foundation for further development of state military and law-enforcement services system.
