Abstract

The article considers the legal problems of involvement of specialist as a subject of administrative jurisdiction; problems of regulation of the rights of the competent officials in attracting specialist in administrative proceedings. The analysis of the practice of application of norms of the Russian Federation Code of administrative offenses on involvement of specialist in administrative proceedings of different categories is carried out. The competences of the subjects involved in administrative proceedings as an expert, specialist andperson possessing special knowledge are considered. The author offers a constructive solution to the problem of existence of the rights of the competent subjects of administrative regulations application in the sphere of involvement of persons possessing special knowledge.
